Appraisals for the Cumberland County Board of Taxation

The Cumberland County Board of Taxation is strict on deadlines. The regular appeal season runs from the first business day in January to April 1 at 4:00 p.m., with "no exceptions for lateness." Municipalities revalued for the current year have until May 1. Added and omitted assessment appeals run October 1 to December 1. Appeals must be received, not merely postmarked.

The Board's appeal instructions set out the evidence rules:

Value is set as of October 1 of the pre-tax year. Taxable value is market value multiplied by your municipality's average ratio, capped at 100%.
Comparable sales count. Comparable assessments do not. Neighboring assessments are "unacceptable as evidence of value."
Three to five comparable sales, on the Board's Comparable Sales Analysis sheet, with block, lot, sale price and deed date. The comparables should match the house type (rancher, two-story, Cape Cod), size, age and neighborhood.
The appraiser must testify. If an appraisal is used, the appraiser has to be present. The written report goes to the tax administrator and to each opposing party at least 7 calendar days before the hearing.
Board office

The Board's office is at 2745 South Delsea Drive, Vineland (Cumberland County).

Estate and Date-of-Death Appraisals

Cumberland County estates are handled by the Cumberland County Surrogate at the Cumberland County Court House, 60 West Broad Street, Suite A-111, Bridgeton. A Vineland office at 2745 South Delsea Drive is available by appointment (Cumberland County Surrogate). Executors typically need a date-of-death value for three reasons: to report stepped-up basis to the IRS, to divide property fairly among heirs, and to support a sale or buyout.

Our estate and date-of-death appraisals are retrospective. We value the property as it stood on the date of death, using sales from that period. For many Cumberland estates that includes farmland or acreage held in a family for generations.

Divorce Appraisals for Cumberland County Family Court

Cumberland County divorce matters are handled by the Family Division at the Cumberland County Courthouse, 60 West Broad Street, Bridgeton (NJ Courts). When the marital home, a farm or rental property is part of equitable distribution, both sides and the court need a value that is neutral and defensible.

Farms, Greenhouses and Preserved Land

About 13,000 acres of Cumberland County farmland are preserved under the New Jersey Farmland Preservation Program (Cumberland County). That, along with the county's greenhouse and nursery industry, shapes how rural property is valued here:

Split valuations. The residence, the land and specialized improvements such as greenhouses, packing sheds, cold storage and irrigation wells are each weighed separately. Specialized farm buildings often add less market value than they cost to build.
Preserved farmland carries a permanent deed restriction on development and must be compared to other restricted properties.
Farmland assessment lowers taxes but does not change what the property would sell for.

Historic Bridgeton and the Bayshore

Bridgeton has New Jersey's largest historic district, with about 2,200 residential, commercial, industrial and religious structures (City of Bridgeton). Those homes need comparables that account for age, architectural character, condition and any restrictions that come with historic designation.

The Delaware Bayshore — Downe, Commercial, Maurice River, Lawrence and Greenwich — is low-lying and exposed to storm surge. Superstorm Sandy destroyed homes and bulkheads in Fortescue, and the state later offered buyouts to some bayfront owners (WHYY). For Bayshore property, flood zone, elevation, bulkheads, septic feasibility and marketability all have to be reflected in value.
