Appraisals for the Essex County Tax Board

Most Essex County tax appeals fail on evidence, not merit. The Essex County Tax Board publishes clear rules, and the ones that trip homeowners up are specific:

Refinance appraisals are not accepted. An appraisal done for a mortgage or refinance will not be considered. The report must be prepared for the appeal.
The valuation date is October 1 of the pre-tax year. For a 2027 appeal, value is set as of October 1, 2026. Sales after that date can support the conclusion but cannot serve as the primary evidence.
Three to five arm's-length comparable sales are required. Foreclosures and short sales are not treated as evidence of market value, and assessments of neighboring homes cannot be used as comparables.
The appraiser must testify. If an appraisal is submitted, the appraiser has to appear at the hearing. Evidence is due to the assessor and the Tax Board at least 7 days before the hearing.
Taxes must be current. All taxes and municipal charges, including water and sewer, must be paid through the first quarter of the year under appeal.
Deadlines & filing

The filing deadline is April 1, moved to the following Monday when it falls on a weekend. In a municipality that has just completed a revaluation or reassessment, it is May 1. For 2026, Cedar Grove, Glen Ridge and Verona were on the May 1 schedule. Several more Essex towns, including Montclair and Newark, have revaluations in progress, so check your town's status before you rely on either date. Petitions are filed with the Tax Board at 495 Dr. Martin Luther King Jr. Blvd, Room 230, Newark, and served on your municipal assessor and municipal clerk.

Estate and Date-of-Death Appraisals

Estates in Essex County are probated through the Essex County Surrogate's Court, 495 Dr. Martin Luther King Jr. Blvd, 2nd Floor, Newark. Executors typically need a date-of-death value for three reasons: to report stepped-up basis to the IRS, to divide property fairly among heirs, and to support a sale or buyout.

Our estate and date-of-death appraisals are retrospective. We value the property as it stood on the date of death, using sales from that period rather than today's market. That matters in Essex County, where values have moved sharply in recent years and a current-market figure can overstate the basis by a wide margin.

Divorce Appraisals for Essex County Family Court

Essex County divorce matters are heard at the Wynona Lipman Family Courthouse, 350 University Avenue, Newark (NJ Courts). When the marital home is part of equitable distribution, both sides and the court need a value that is neutral and defensible.

Two- to Four-Family and Investment Properties

Small multifamily buildings are central to the Essex County market. According to Rutgers' Essex County rental housing profile, 36% of the county's rental units are in two- to four-unit buildings, compared with 30% statewide. In Newark it is 39%. Two- to four-family buildings are also the largest rental category in Irvington, Bloomfield, Belleville, Montclair, West Orange, Nutley and Maplewood. The same profile reports that 43% of Essex rental units were built before 1960.

For these properties, condition, legal unit count and rental income drive value as much as square footage. We verify the legal use and weigh the income approach alongside comparable sales. Will the Essex County Tax Board accept my refinance appraisal?
No. The Essex County Tax Board states that appraisals performed for refinance or mortgage purposes will not be considered as evidence.
