Appraisals for the Hunterdon County Board of Taxation

The Hunterdon County Board of Taxation publishes clear rules on what makes an appeal succeed:

Value is set as of October 1 of the pre-tax year. The Board calls this the annual "assessment date," and all evidence, especially comparable sales, must come before it.
Attach 3 to 5 comparable sales when you file. The assessor must receive copies at least 7 days before the hearing, or they cannot be discussed.
Comparable really means comparable. The Board lists similar living area measured from the exterior, similar lot size or acreage, proximity, the same zoning use and a similar style. In Hunterdon, acreage and land use often matter as much as the house itself.
Chapter 123 decides the outcome. Once the Board sets the market value, it compares the assessment to the municipality's average ratio. If the assessment exceeds the common level by more than 15%, it is reduced. If it falls below, the Board is obligated to increase it. Check your town's average ratio before you file.
Hearings are held in May and June, and adjournments are generally denied. If you miss your hearing without written notice of a postponement, the appeal is dismissed. An appraiser may appear as an expert witness.
Filing deadline

The deadline is April 1, or 45 days from the bulk mailing of assessment notices, whichever is later. In a municipality that has implemented a municipal-wide revaluation or reassessment, it is May 1. The appeal must be received, not merely postmarked, by the deadline (Hunterdon County). The Board is at the Main Street County Complex, 71 Main Street, Building #3B, Flemington.

Estate and Date-of-Death Appraisals

Hunterdon County estates are handled by the Hunterdon County Surrogate, 65 Park Avenue, Flemington (NJ Courts). Executors typically need a date-of-death value for three reasons: to report stepped-up basis to the IRS, to divide property fairly among heirs, and to support a sale or buyout.

Our estate and date-of-death appraisals are retrospective. We value the property as it stood on the date of death, using sales from that period. For Hunterdon estates that often includes acreage, a farmhouse with outbuildings, or land held in the family for decades. Those properties need careful separation of house, land and improvement value.

Divorce Appraisals for Hunterdon County Family Court

Hunterdon County divorce matters are heard by the Family Division at the Hunterdon County Justice Center, 65 Park Avenue, Flemington (NJ Courts). When the marital home or land is part of equitable distribution, both sides and the court need a value that is neutral and defensible.

That shapes how land is valued here:

Farmland assessment lowers the taxable value of qualifying land, but it doesn't change market value. The appraisal still has to reflect what the property would sell for. Applications are due to the municipal assessor by August 1 (Hunterdon County).
Preserved farmland and conservation easements permanently restrict development. A preserved farm has to be compared to other restricted properties, not to acreage that can be subdivided.
Split valuations are often needed: the residence, the land, and barns, equestrian facilities or other outbuildings, each weighed separately.
