Appraisals for the Hudson County Board of Taxation

A Hudson County tax appeal is a question of market value. The assessment is presumed correct, and the owner has to prove it is wrong (NJ Division of Taxation). What that means in practice:

Value is set as of October 1 of the pre-tax year. For a 2027 appeal, the relevant date is October 1, 2026. The sales that matter most are the ones closest to that date.
Comparables must match the property type. A downtown condo is compared to downtown condos, a brownstone to brownstones, a Greenville two-family to two-families. Mixing them is one of the most common reasons appeals fail.
The common level range is ±15%. An assessment is only considered discriminatory if its ratio to market value falls outside 15% of the municipality's average ratio.
Over $1 million, you have a choice. Properties assessed above $1,000,000 can be appealed to the County Board or directly to the Tax Court of New Jersey.
Abated and PILOT properties are different. Many newer Hudson County buildings pay under a long-term tax abatement (a PILOT) instead of conventional property taxes. Review the abatement terms with your attorney before spending money on a standard appeal.
Deadlines & filing

The filing window for a regular appeal is February 1 to April 1, or May 1 in a municipality that has completed a municipal-wide revaluation or reassessment. Added and omitted assessment appeals run October 1 to December 1. The Hudson County Board of Taxation is at Hudson County Plaza, 257 Cornelison Avenue, 3rd Floor, Jersey City. Appeals can also be filed online through NJ Appeal Online.

Estate and Date-of-Death Appraisals

Hudson County estates are probated through the Hudson County Surrogate's Court, in the Hudson County Administration Building at 595 Newark Avenue, 4th Floor, Room 407, Jersey City (NJ Courts). Executors typically need a date-of-death value for three reasons: to report stepped-up basis to the IRS, to divide property fairly among heirs, and to support a sale or buyout.

Our estate and date-of-death appraisals are retrospective. We value the property as it stood on the date of death, using sales from that period rather than today's market. For a Hudson County condo, that also means comparing sales in the same building or directly competing buildings from the same period.

Divorce Appraisals for Hudson County Family Court

Hudson County divorce matters are handled by the Family Division in the Hudson County Administration Building, 595 Newark Avenue, Jersey City (NJ Courts). When the marital home or an investment property is part of equitable distribution, both sides and the court need a value that is neutral and defensible.

Condos, Co-ops and Multifamily Buildings

Hudson County's housing stock is unlike anywhere else in the state. According to Rutgers' Hudson County rental housing profile, 27% of the county's rental units are in buildings with 50 or more units (18% statewide), and only 6% are in single-family homes (20% statewide). More than half of Kearny's rental units are in two- to four-unit buildings. Jersey City, Union City and Bayonne also have large numbers of them.

The stock is also split between very old and very new. The same profile reports that 27% of rental units were built before 1940 (19% statewide) and 22% since 2000. Over 30% of rentals in Weehawken, Union City, Hoboken and Kearny are pre-1940. In Secaucus and Harrison, more than 40% were built in 2000 or later.

For condos, floor, view, exposure, parking and HOA fees can move value as much as square footage. For two- to four-family and mixed-use buildings, rental income and legal unit count drive value. We weigh the income approach alongside comparable sales and produce as-is and after-repair value (ARV) appraisals for investors and lenders.
